Probably a bit of both. I think that Central was planned from the start, there are enough hints about Azami that it doesn't seem to be completely out of nowhere. The premise is workable, it's mostly the execution/pacing that sucked and there are some decent parts in the arc. IMO Tsukuda planned to end the story after that, but wasn't allowed to, so he had to cut some parts from Central in order to tack them onto the next, but he's not a good enough writer to pull that off. By that time they knew it would probably be the last arc, and again, Tsukuda's not a good enough writer to make an ending based on the comfy aspects so they played up the battle shonen part way too much.

It hurts because the Stagiaire arc was peak SnS. Watching it fall so quickly afterwards, and as the manga was going on was painful.

Would the Blue tournament been better if Soma won? I mean he's always the one busting his hump on his cooking while Erina was just doing administrative work when she wasn't moping around. It really seemed she didn't earn anything and was carried by her title.

On one hand yeah, it's crazy that the main character didn't win the biggest, most supposedly prestigious tournament of the entire series. But on the other hand Erina and her God tongue had been established to be far superior to him, and Soma never felt like he actually reached that level of cooking naturally.
