Medea alone is superior to any magus in the modern age. And Noble Phantasms tend to be more powerful the further back you go. Humans were also stronger back then in the physical sense and had a higher tolerance for mana due to living in a world where the mana in the atmosphere was thicker.

All Touko can do is perform shallow mimicries of magecraft from the Age of the Gods. Medea can perform spells from that age as naturally as breathing. In a battle of spells, no one in the modern era can outspeed Medea. She can shoot A-rank beams en masse as if it were nothing, whereas for Aoko to shoot an equivalent beam, she'd need to take a second or two to charge it up and can only shoot one at a time.

Excalibur is actually broken in terms of sheer power. It isn't the best weapon for HGW, but it is insanely powerful due to it's nature. It damn killed Sefar, who killed a lot of Gods and was quite successful.
It is as broken as Rhongo, just that we didn't see what kind of broken things it is capable of.

Most of Excalibur's power is still sealed. We've never seen its full power.
