The issue wasn't that PH was OP, but rather that it was uncontrollable. Even after Giorno hypothetically administrated his GE-made antivenom to the rest of the team, Fugo remained basically useless in populated areas. But yeah, he was still too OP.
Maybe it's a bit different in PHF, I don't know I never read it.

After everyone else got their 1 on 1 fight with La Squadra, almost every fight to come involves multiple main characters. Purple Haze is completely indiscriminate and not suited to fight alongside any kind of ally.
Man in the Mirror already stretched out what Purple Haze can really do, and writing around such inconvenience wasn't in Araki's ability at the time.
And no, King Crimson has plenty of bullshit tricks but the same effect is going to come about any time Purple Haze's virus capsule is broken. Diavolo can't skip time enough to wait for the virus to expire in light and if he tries to skip the cause of infection, he just explodes into gore as the end result is the same.
