imouto sae ireba ii is like that. MC has a kouhai that wants to fuck his brains out, and he likes her but feels he isn't worthy. he also has a friend from college who likes him but chooses to go the wingman route for the kouhai. the anime doesn't get to it but in the LN they get in a relationship in volume 6, and then fuck in volume 7.
