Both of these are archetypes that women love and the fact that Lelouch and Suzuki fight over C.C in the show makes it all the more apparent that she is the true protagonist. She is the self insert for the female audience that watch the show that like to think of themselves as mysterious, sassy and clever.

That was only because Suzaku's homolust for Lelouch after Euphy died prevented him from tapping asses. By the end of R1 alone he had conquered Euphy, had Cecile & Nunnally wanting his dick, made Kallen tsundere for him & defrosted Cornelia.If Suzaku wasn't constantly missing classes he probably could have gotten Shirley & Milly to wet their panties for him too. As much as I want to believe you, Kallen gets tossed aside from the story pretty often. She's pretty much irrelevant in the climax of both seasons and the movie.

While you have the arguable case for R2 & Resurrection, she had crucial role in R1 climax. Because Kallen lost to her insecurities at Kaminejima moment Zero's identity got revealed & she betrayed Lelouch by leaving him for Suzaku's tender mercy. You could argue that even if she tried to do anything Suzaku would have wrecked her & Lelouch would have ended up captured anyway, but the fact she did nothing nonetheless sealed Lelouch's fate. And despite Lulu's notorious revengeboner for past slights he just shrugged that off. That's pretty much a theme with Kallen especially in R2: she fucks up and somehow manages to avoid the consequences. Fail at being friend to Lulu when he needs you & sperg about your own needs? That's fine, he gets over it. Get captured by Chinese lolicon & sent to Britannia? They give you VIP treatment in nice cell. About to finally get tortured for information? Suzaku gets sudden cold feet & lets you beat him up as apology. Falling to your death after yet another tie with Suzaku? Your blonde love interest will suddenly save you with his broken Knightmare. As ultimately irrelevant as Kallen is she has plot bending backwards for her convenience so often that I'm half-convinced that real reason Lelouch's luck is so shitty is that Kallen keeps stealing his share of good fortune.
I'm not saying that she is a self-insert, but if there would be one in CG it would definitely be Kallen.

Lelouch was the protagonist and if he really wanted Kallen to be on his side all along that would have been very easy to accomplish by, you know, trusting her and telling her the truth.
