Women oriented manga tends to want to get along with the relationships and develop beyond just initiating them, rather than male oriented manga which focuses more on the lead up to the relationship. Of course I am speaking in generalities and there are tons of exceptions on both sides. Not a lot of shoujo manga actually has sex (though josei is filled with smut).
I think shounen/shoujo play to boys and girls having different romantic insecurities (again speaking generally) at that age.
