They would also know that importing manga is not really feasible, so they probably don't care too much, just like the publishers in Japan don't. All they can hope to get from overseas is someone licensing it, and fan-translations can actually help making something popular enough.

That's how hair works, user. Strands of hair, unless they're very dense and thick, are translucent. Take a photo of someone having a few strangs of hair over the eyes, and if it's well-lit, you will see the eye and a few other facial features shining through.
You might not like it, but that's how it is.

Now, if you complained about the oposite, then you'd have a point, because that most often is either a comic-type abstraction or just extremely lazy.

Take for example. If the hair was translucent you should see the rest of the features of their heads. It's just the eyes and eyebrows. And I wouldn't call that a few small strands of hair. Especially with the black haired girl. Anime hair is nothing like real hair anyways.

Look at and you'll also see the mouth and the jawline through the hairstrand that's covering the face.
