I feel like it's more likely to be Luffy since he's completely against anyone having that kind of control over him. We're not sure what the overall goal of the RA is. It's possible that they want to overthrow the WG for justified reasons, but also just take their place in the power structure. The biggest clash we've heard about happen so far, was Aokiji and Akainu. The battle lasted for TEN days, and that's how battles between actually capable and strong enemies go. They just go on forever, but Luffy's combat style is based around using G4 for 5 minutes at a time. His actual combat uptime is fucking tiny, and nearly gets his shit wrecked by Doffy of all people due to this awful, awful limitation.
Either he learns to use G4 constantly, or he's not winning against Kaidou.

Good counter. Sugar's fruit is asspull central, with memory manipulation, mind control, and force transformation making it basically 3 fruits in one. Though I'd argue that those powers arise from a child's habit of projecting their imagination onto their toys, so Hobi Hobi asspulls can make sense from that angle. Though to be fair, following that logic means voodoo power can come with straw like pointed out.

One flaw with that reasoning is voodoo dolls can be made from clay, wax, string, and other materials, so why wouldn't Mr. 3 or Doflamingo re-direct attacks like Hawkins too? Okay, Mr. 3 is a dope, but Doflamingo has the capacity read a book on voodoo magic.
