I know it's hard to explain why some of these shows don't hit sometimes but I feel the series would've been good even without the level of fanservice it had. Between this, Slow Start and SnM I know to not really trust the general consensus and just watch them all.
Aside from Sansha Sanyou from what I recall every CGDCT show I've watched has been at least 5/10 so maybe I'm just easily pleased.

For the most part they needed to take advantage of the theater gimmick more. And I mean a lot more than what the show gave us. That plus the fanservice plus more heartboner moments would have thrust it higher up.

Yes, it's strange sometimes. The show had all the ingredients but somehow didn't appeal to me at all and I like most of all the CGDCT shows.

I feel the show would probably have been worse if it went theatre heavy. I imagine it'd end up like Harukana where boring elements overtake the fun side of it.
I'm usually in to these shows for the characters. They can do at little as they want and it can still be good. Yuyushiki is possibly my favourite anime ever and they don't really do anything, so I could imagine this getting away with even less theatre.

You kidding me? You can do a lot with a theater gimmick. Fuck some of the most memorable episodes are god damn musicals like the shit in KinMoza or Wataten. etc.

You can have faux-fantasy/crime noir/even unconventional theater settings etc. This is anime. You don't have to limit yourself to grounded nonsense. Lots of shows use a gimmick/setting but fail to take advantage of the inherent absurdity you can do in the medium.

While they could've made it episodic with different genres covered through theatre it could go either way in terms of enjoyment. They could easily end up doing genres I find boring and get in the way of the character interactions.
Also the musical episodes in those shows might just be memorable because it's one episode in a full season. In KinMoza and Space Dandy they were one of the worst episodes anyway.

Doesn't have to be every episode. They can still splatter SoL scenes and even connect the very plays' themes with character development for the characters as well as relationship development.

I don't want to criticize Hinako Note too much because it had some nice touches and I know some people liked it a lot, but sometimes the fanservice felt like a desperate "please read my manga".

Lots of shows like this have a bit of fanservice, this series just chose to have a bit more.
It's like they decided to make the actual show like the promotional images most series have.
