What you're thinking of is probably the character Zain and his organization, introduced in Volume 9. In that case, those human-mazoku hybrids were done the "old-fashioned way", but with high-ranking mazoku. Not as high to cross into Garv's territory or above, but high enough to break some rules that the Sorcerer's Guild was aware of when these contracts happened. For example, only mazoku can move through the Astral Plane undetected, but Zain and some of his cohorts could "cross space" by exerting a tremendous amount of energy; they weren't hidden in the Astral Plane, but they could still appear to teleport.

In the light novel spin-off, Slayers Smash, there is a story where Lina and Naga happen upon an object of great power known as the Shadow Reflector. It was introduced as a mirror, a "weapon to fight evil", with the intention of creating a "shadow" of whomever it "reflected", or copied, that had the same power as the original, but the personal nature of this shadow was the exact opposite of the original.
The end-result is the Shadow Reflector creates a Naga and a Lina clone that are their exact opposites. Naga's opposite is shy, quiet, and modest, while Lina's is polite, afraid, and feminine. According to Hajime Kanzaka, both Shadow Naga and Shadow Lina live a quiet, out-of-the-way life together.
As a side note, this Naga clone is separate from the ones created by the chimera sorcerer who wanted to make the "ultimate chimera". Almost a dozen clones were crammed into tangerine boxes before being shipped to anywhere and everywhere. One of THOSE clones ended up in the games Slayers Royal and Slayers Wonderful, and another as Nama, the living suit of armor, in the anime Slayers Evolution-R.

The light novels are good if Slayers is the kind of thing you are interested in. Critically speaking, the early volumes are rough. It's in a weird limbo where, by the author's own admission, he didn't know what he was doing or where the story was going. It isn't until about Volume 4, or the last chapter of Volume 3 if you're being generous, that Slayers gets its feet. Even then, it doesn't really get fully engaging until Volume 6. However, after Volume 8 finishes (and which I believed was handled much better in the anime Slayers NEXT), Hajime has found his voice and made it strong enough so that Volumes 9-15 are a ride you don't want to get off of.
I say all that to say this: try the light novels. If you don't like them, then there's always the anime or the manga adaptations, since those might be your preferred medium instead.

The light novel art is fuckin' amazing and Rui is a fantastic artist. I'm surprised how much of his talent he was able to preserve when he had to switch from pen-and-paper to digital. You can see his speed drawing videos and, unlike someone who does "formal" drawing, he doesn't work top-down with line-grids like a Loomis student. He goes straight with the eyes, and builds the art around there. He's just that good.

While I haven't heard a direct reason, I believe it's the same reason that Luna is banned. Naga is an incredibly powerful character. If it wasn't for Lina knowing how to cast Dragon Slave, or rather if Naga knew how to cast Dragon Slave, Word of God says that Naga would be the strongest sorceress alive, stronger than Lina. Adding Naga to the party would upset the balance of having Gourry, Amelia, and Zel on the team, since they would be shockingly ineffectual in comparison.
HOWEVER, all of that was prior to Gourry getting the Blast Sword at full power. Now that he's in a power tier all his own, and both Amelia and Zel aren't technically full-time members of Lina's party, it's entirely possible for Naga to appear again. In a similar vein, since we're going back to Zephalia, it's also possible for Luna to appear as well.

Well, there's also Naga's skill set that needs to be considered. She's got mastery in Water and Astral Shamanism, Golemancy, Summoning, and is highly proficient White Magic thanks to being a Saillune. She has an absurd amount of spell coverage, being able to deal with monsters, mooks, mazoku, and provide better healing than Lina, and perhaps better than what Amelia can provide given her worldly experience.
The point of the party was that each member contributed something different. Lina has Black Magic, Gourry had the Sword of Light (now Blast Sword), Amelia and Zel both had Astral Shamanism, with Amelia having White Magic and Zel having the rest of Elemental Shamanism. That's a very balanced team right there, because each are experienced in different ways.
In Volumes 9-15, we get to see other duos who have means of complementing each other. Milina had an extremely broad, unspecialized spell list that hit every school, while Luke had his Ruby-Eye Sword that hard-countered any exceptionally gifted sorcerer that focused on one school of magic while being a talented swordsman and Black Magic user himself. Then you had the elf Memphis and ancient dragon Milgazia who were so far beyond Lina and Gourry's ken they had to fight off-screen to not steal the spotlight.
Hajime's greatest talent is just as you said, trying to prevent redundancy. While it seems like a cop-out, not having characters like Naga or Luna appear or making other side-characters part-timers prevents the question being asked, "Why doesn't X just stay with Lina and solve all of the story's problems?!"
Also, I think it would be better seeing Naga bond with Phil after being gone for over a decade from Saillune.
