Pucci did what he did under the guise of ‘helping people’ but the reality was that he just didn’t want to take responsibility for the actions he took that got his sister killed. If there was a world where everyone knew what their future was and that future couldn’t be changed, then he wouldn’t need to feel guilt about how he fucked up.

Basically just projected his trauma onto the entire world and got dozens of innocent people killed just so he could have peace.

Both Pucci and Valentine were tragic villains whose experiences made them into delusional loonies who believed their awful acts were the right thing, they were still villains, but they had their reasons to do what they're doing.
The only main villain that's more like an antagonist is Jobin, there's no malice in his goals at all, he just happens to have a goal that opposes Josuke's.

Valentine was looking for power. Every single person who has achieved an important position in anything would know how dangeorus a person like Valentine is. Only betas and children think he is heroic.
