There's some decent stories featuring not-blood-related siblings but absolutely nothing of value with actual incest. My theory is that authors capable of writing a good story will make it NBR to broaden the appeal and they know that incest fans will still read it as long as the story is decent, whereas low quality authors go for true incest because their only hope is to appeal to fans with specific interests.

They'd probably argue that homosexuals and tranny couples don't produce children whereas incestuous relations produce children more likely to inherit genetic diseases. However, future advances in biotechnology will probably render such arguments moot as incest couples can have their DNA tested to calculate the chances of them producing retard babies or just have the harmful genes edited out of their unborn kids while said kids are still in the embryonic stage of fetal development.
However, actual incestuous desire is probably rarer in Japan than you might think thanks to the Westermarck effect, which is the tenancy for people or animals raised together from a young age as siblings to not feel any sexual desire for them, even if not blood-related. I suspect the only siblings who engage in that sort of behavior are the ones that were separated during childhood before being re-united later as teens or adults.
