It looks like it has a lot of the same problems as warpsharp of old. Even if it doesn't have the same ringing, it still produces weird wobbly lines.
I don't think the more consistent coloring coming from noise removal is a bad thing, you can compare it with vectored images as well. It's most likely just a matter of expectation and getting used to it.

If you're watching a 720p anime on a 4k tv, at some point an upscaling algorithm will have to do its job, even if it's the TV itself.
And some upscaling algorithms are better than others.

First, someone find an upscaling algorithm that can go 480p --> 720p and look better than the absolute garbage of the Slayers BD "remaster"

How do you not upscale a 720p produced anime when you watch it on a 1080p television or screen? I have the feeling your player is doing it already and you don't even realize it.

That is a common problem, even if the BD release is shit most of the time it's still better than a good encode of a DVD release cause the mpeg2 codec was just so bad.

By using the encoders themselves? Personally taught myself years ago by reading through blogs and forums like doom9 just because I want to save some space on my drive. The same goes for batch scripts, avs, audio encoders and aegisub, the whole lot. Yup, all because of anime. Even so, I barely scratched the surface since I am just the user, not the devs.

Believe it or not, anime is always the first adopters for new compression technology. Furthermore, one of the default animation setting in x264 actually refers to anime, as in japanese animation, not cartoons. Go figure.

A lot of the search power on google, which in the past would have been able to connect an enthusiast with all these niche topics better than other engines, has been neutered horrendously. Can't really deduce accurately desu. On one side, I might agree with you since I have great colleagues and friends watching anime seasonally. On the other, it might be due to confirmation bias since this field attracts "nerdy" people in general, like you and I.

Just read the docs like one of the user suggested if blogs and forums are dead. Official docs will always be your primary resource in learning what they do. If all of these fail, do what I did and start tinkering. I think I learnt more by trying and failing to achieve something and come back to make it work again or finding out why this doesn't work. If you only care about the best quality possible, just set the CRF value to 12 and let it run. If you are like me (and others) trying to get the best quality in the smallest file size possible, you gonna start experimenting a lot with the settings and tools (x264, avs) to assist you in achieving it.

Most of the fansubbers don't really know any of the setting besides the default. I think people still encode in 5.1 profile mostly because it has a higher number than 4 or 4.1. In 720p anime no less. Or cranking up debanding filters to the eleven, literally killing most of the details and grains. But I digress.

Can't really give you anymore than that since I lost interest (and time) on encoding in general years ago. Also, subjective quality is a thing(you will deal with this alot, grains, colour saturation, sharpness etc.) and you will spend a lot of time trying out settings and comparing (minute, pixel) differences between individual frames. Have fun.

Has anyone tried making one of these algorithms that will actually draw missing animation frames? Like if you were to take an episode of something, remove every and remove every other frame. Has anyone tried training an AI to draw those missing frames?

Most of them are DOA. Will I be interested in 4K or 8K (upscaled) tech when they just crank up the video resolution numbers just to sell more smart TVs? No.
