The story doesn't even have that message. Hitler made the empire but it's crumbling because he got people to be fiercely xenophobic towards the other fantasy races, and they expanded too much to the point where it's a logistical nightmare to defend all their borders already. And then you have the Black King's invasion which just completely fucked everything.
At best you can call Hitler a revolutionary within the context of this story, but Good Guy isn't the right word for him.
