B is bullshit. If you have a voting/rating system, there's no reason to single out one demographic, as large as it might be within that userbase, to filter out. FIltering them by demographics, generally, could be interesting, however.
Your A option is the most sensible one: Either be a database and provide objective facts about something, or be a community site with lots of subjective and largely unsubstanciated opinions. Don't try to be both at once. That applies to sites like IMDB just as much as it applies to MAL.

That actually doesn't matter much. Several years ago I actually extracted a bunch of user scores and found that the amount of anime watched didn't tend to change rankings in a meaningful way. Obviously things might've changed or I could've done the analysis wrong, but I remember specifically that there were surprisingly few manipulations that would affect relative scores in any meaningful way.
