Restructure the 2nd round to be Shikamaru vs Temari off the bat and Ino vs Dosu, this way Ino doesnt have to fight as Dosu is killed by Gaara. Also, have Sasuke go Curse Mark against Zaku here, this way everyone sees it and this can lead to Kakashi doing what he did. Also have a scene where she trains with Ino to help establish their friendship more as Ino would like prepare for Dosu.

Have her and Sasuke tag team Temari. Together they pull a Victory and move on to Gaara where they get manhandled like before.

Have her train with Kakashi to develop the one thing she is told shes good at Dispelling and Identifying Genjutsu. This could help her become a better foil to Sharingan, as she gets knowledge of Itachi wanting Sasuke and is proactive in wanting to help.

MAYBE They consider bringing her along, but at this point she is not stronger than Kiba or Chouji, who were the presumed weakest of the bunch at this point. Maybe they bring her for Genjutsu reasons, but it outnumber the bad guys She can continue training her Genjutsu. This also leads well into her wanting to become a Medical Ninja with Tsunade after seeing the injures that happened...thats good progression.

LET HER FIGHT KABUTO. Seriously, only Naruto and Orochimaru did anything here....No reason Yamato, Sakura and Kabuto didnt throw down. Sai being a scout and taking notes for Danzo made sense. Have Yamato and Sakura tag team Kabuto and be unable to stop him. This lets Sakura know she needs better training as she isnt Tsunade level and we know Kabuto is about Base Tsunade level from Orochimaru. Yamato is to worried about Naruto's Kyuubi cloak, he isnt able to help Sakura enough. This all comes to a head with Sasuke finesses all of them, no difficulty, at Orochi's hideout.

Have Kakashi train her in Element Control too and discover her nature is Water. Because of her mastery of Chakra Control, allow her to use Water in her Medical Ninjutsu to begin developing techniques like using Water's ability to flow around anything to allow RANGED HEALING, as well as throw up Water Walls, Water Senbon, Water Clones, and even high level Chunin Water Jutsu like Water Prison, which could combine with Medical Ninjutsu. Like also lets her became a possible counter to Sasuke's Fire (I understand its a stretch, but its better than her saying she'd catch up and do nothing...at least here she is learning stuff). Have her come with Kakashi and Naruto to assist InoShikaCho and actually Kill one of Kakuzu's hearts. (Let Kakashi kill 2, Sakura kill 1, and Naruto kill 2).

She fights the Human path with Shizune. After Shizune's soul is ripped out, Sakura develops a method against and coats herself in a Water shield so the Human path never makes direct contact, and uses her Chakra Control and strength to overpower the Human Path. She then proceeds to begin helping villagers and healing with her new special jutsu Water Style: Healing Wave, where she basically floods the ruins and begins floating them to safe areas and healing them at the same time. Once Naruto arrives, it can stay the same, but when the Major battle happens and the battlefield is covered in water, have a panel where it shows Sakura being able to rescue Hinata THEN, rather than afterwards. This gives Sakura an excuse for not helping before.

DONT TRICK NARUTO WITH I LOVE YOU. After that, when she wants to attack Sasuke (remember that this Sasuke is basically blind, almost dead on Chakra, and almost insane)....HAVE HER ACTUALLY MATCH HIM IN THIS BAD STATE. Have her trap him in a Water Prison or something to nullify his Fire Style. Then have Sasuke knick her with Chidori, but shes able to out heal the damage as Sasuke says means things. Allow this to explode into Sakura's being PROACTIVE in her defense of Sasuke and trying to do what Naruto has been doing....BRING HIM BACK BY FORCE. Have Sasuke awaken the Seal of 100 Jutsu HERE. Have her able to overpower Sasuke because he is in a VERY weakened state and Sakura just got a power boost. Then when Kakashi and Naruto are able to catch up, it doesnt have to make them look weak. When Sasuke sees her gaining the advantage AND Kakashi/Naruto arrive, He tries to pull out Susanno and then completely passes out on Chakra use. At this point Tobi saves him and the battle ends.

she controls all injures on the battle field. That fine, but when the fighting reaches everyone, just have her show a better understanding of Chakra Control, Water Style, and Seal of 100. Along Tsunade to proclaim Sakura stronger than even her, so at the end All 3 students are stronger than their teachers (as Sasuke/Naruto did this long ago). LET SAKURA DEFEAT KABUTO....I FUCKING SAID IT. MAKE KABUTO THE FINAL BOSS FOR SAKURA. You can have Itachi/Sasuke redemption shit be fighting Nagato, giving Sasuke a better understand of Akatsuki and lets Nagato explain the world Naruto envisioned that made him place trust, which along with the words of Itachi and the Hokage, make Sasuke switch sides until the final battle.

Obviously Sakura is no match here other than her ranged healing, and being defense. We'll remove the part where Sakura could destroy the Rinnegan, because if she did, the story couldnt progress to Kaguya. (we're not fixing the whole anime, just Sakura).

Before we got Chaotic Tail Beast Kaguya form, just have her still healing, use her water jutsu as movement enhancements for Sasuke/Naruto and able to help form barriers to protect them. Have her see through (not stop) a Genjutsu to allow Sasuke/Naruto to prepare. ESTABLISH KAKASHI AS THE WEAKEST OF THE SQUAD (until the Dual MS bullshit). Have the same ending with Sakura bopping Kaguya on the head so Naruto/Sasuke can seal her.

This is fine. Have her stay out of it, but make it very clear, that Sakura is indeed a Kage level fighter and her control over Water Style, Seal of 100, Healing Abilities make it feel rewarding. Sure, she's not Sasuke/Naruto, but at least she did something and had important moments and fights. After this it also feels better after her emotional fight with Sasuke preWar, that Sasuke is able to see more as a partner and lets their marriage not seem as forced, as Sakura didnt cry the entire Show and acted more like Naruto.
The problem with having her be as good as Naruto or Sasuke is that it's impossible because Kishi totally shit the bed (I mean it was already shit, but he shit it even further) when he went the whole "two guys reincarnating forever and ever" bullshit. It basically locked out every single character except Naruto and Sasuke from being important to the greater world at large, and functionally retconned what we thought was two guys having a complicated rivalry into ThE dEsTiNeD aVaTaRs Of ThE gOdS
So in other words, "fixing Sakura" and "fixing the plot post-Pain invasion" are deeply intertwined
I get that, but at least it feels rewarding when people try to power scale her to Kage level fighters, as this way she has the techniques on screen/page feats to back it up. Its about trying to make, what was suppose to be the main heroine of the story, actually accomplish and do something, rather than her canon role of crying, whining, and getting 1 good punch in at the complete ass end of the story.

I like the majority of your changes but I feel like Kabuto gets the short end of the stick by keeping him from fighting Itachi. Kishi harped really hard on Kabuto and Itachi both being used by the village but the latter retaining his identity as a hidden leaf shinobi. That and the asspull izanami causing Kabuto to have a change of heart. I'm sure you could find a way to have the same if not similar development by fighting Sakura, but as it is now, he kind of just gets shafted for the sake of letting Sakura have a fight.
Kishi just didn't come up with enough villains to give characters that aren't Naruto and Sasuke a chance to develop. Sakura fighting Sasori was her sole defining moment, Shikamaru was generally treated alright but Hidan was his big moment. Besides, that, all you had was the Sound Four and the Chunin Exams. Even Guy fighting Kisame, while it definitely gave some insight into the two characters, was split between him and Bee.
The other characters might as well not exist. Sakura just gets especially shit on because she's not allowed to doing anything important, but also has to constantly be part of the story because she's team 7.
Sakura is just pink asuka.

I agree, for all Naruto dragged on, it never gave most of the supporting cast any time to shine. Its impressive that with 72 volumes for Kishi to use most of the side characters have almost no personality.
And many of those side characters were close friends with the main cast. Its one thing for a background character to have nothing to them, but for childhood friends of the main characters to be almost totally ignored is ridiculous.
I always thought the image of Tsunade or Sakura using med-jutsu to make someone go full Akira would have been a cool image/moment.

She is not as strong as either of them, actively got in the way, fumbled at several key moments, and was generally a burden. I don't see anyone here saying she needs to be as strong as them anyway. For example, why bother show her struggling to remove the Rinnegan when she could have been doing something helpful instead and have the Rinnegan be taken in some other fashion. You don't have to be a god with magical eye powers to contribute in a way that is within your capabilities.

No. Kabuto was never fitting opponent for Uchiha Bros (who had to defeat him through asspull) and neither should he be Sakura's opponent, for he had no connection to Sakura.
The only legitimate opponents for Kabuto would be either Yamato/Anko combo (due to their connections to Orochimaru) or Naruto (due to parallels between each other, for Kabuto was much more of a student of Sannin that has surpassed his teacher, like Naruto were, than Sasuke ever were), Sakura doesn't make good opponent for Kabuto, because there is no history between them besides Kabuto working for Orochimaru. A rematch against Shizune would be more fitting for Kabuto than him fighting Sakura.
Just get rid of Sasuke. Sakura was only good in that one arc where he wasn't even around. Sasuke held her back.

If Sakura had gotten over Sasuke, she would have spent lest time crying in the last three or so arcs, would have actually been able to stand up to him and told him to shut the fuck up. So she would've been way less pathetic over all.

Honestly? No. Because Kishi himself said that Sakura has no reason to like Sasuke and that her obsession with him is a flaw. She doesn't even actually know him. So her getting over him would be necessary to show she's grown out of her shallow phase. The thing is that Kishi didn't care about making her grow at all because he gave up on her, so he just tried to make her prettier so people would like her. It's also why he ended up giving her Sasuke's dick. That was literally all there was to her character.
So yeah, if you want Sakura to have more depth, then she needs to get over him. Unless you only disliked her because she was useless, in which case then sure, just give her more to do. Actually, the only time Kabuto berated Naruto was in the Sannin fight, where Naruto ended up surprising Kabuto with his tenacity. Kabuto berating Sasuke was usually to attack Naruto at emotional level to throw him off balance, but in the long run, Kabuto ended up inspired by Naruto, while his interest in Sasuke was pure scientific.
Hell, one of the most annoying moments of Kabuto vs Uchiha bros was Itachi talking about how it's irrelevant to be a part of a Clan and such, as if being a part of something bigger was irrelevant. Itachi's incessant preaching was one of the most annoying moments of the War Arc.

I'm not calling Kishimoto a good writer, I'm just saying that many of the character conflicts at the point are resolved by Itachi v Kabuto where I don't see that with Naruto v Kabuto. Why do either of them need to confront each other at that point?

Itachi vs Kabuto didn't resolved the conflict. It put Kabuto in a loop that would keep him in it until he'll accept that he lost a battle he should have won and undergo 180 turn.
Might as well just have Naruto fight everyone since you can probably dig up parallels between him and every antagonist.

Most of Itachi's actions were done by his conscious choice. Picking village over the Clan? Conscious decision. Not telling anyone about "Madara" despite noticing the masked man and figuring out he's an Uchiha? Conscious decision. The only time he was forced to do anything was when Danzo gave him arguments for Massacre. Sakura is good because she's useless and bitchy. That's what makes her the most realistic female protagonist in all of anime. Adding things like motivations and rationale thinking only diminishes her character. I for one am inspired by the painstaking efforts Kishimoto went through to tell an ordinary and relatable story of a girl meandering through life having everything given to her.
Sakura ending up a single mom raising another women's daughter is truly the ending we deserved.

Kabuto wouldn’t be fitting for Sakura and her being on part with all those prophecies on her team mates would be even less fitting. I agree with having a larger role but that’s too much. Also Sasuke flat out told Kakashi he’s just as useless as Sakura, easily less so given her healing, her helping Obito and him without the sharingan.
Not that guy but many of those can apply to many irrelevant characters. We can take any of Jiraya’s nameless other students, even Minato had no clan. Numerous characters, from Hinata to Naruto to background characters lacked self esteem. There’s enough medics, even Shizune. A great deal apply to many.
