I don't think it was explained in the anime, but the prosthetics are the only outlandish technology that's present in the series, and they're needed for the whole doll theme, so I think they can get a pass.

We know for a fact at the last apisode that she was able to move her arm at the elbow and was able to grip things with her hand. Whether the individual fingers work is still up in the air, but like says it might just take some time.
Remember that at the beginning of the anime she couldn't even lift a cup of tea, while at the end of the anime she could pull off that metal bolt from the bridge. Although it destroyed her arm she still had enough grip strength to do it, which is a huge improvement from the first time we see the arms.
So it took quite a while for the arms to reach peak condition.

We know for a fact that her left hand was fucked. Couldn't even clench it during the emotional stress brought up by Gil's mom.
Still couldn't use it to type her own letter later.
