JJBA was drawn designed to be in balck and white. Impact lines and other motion effects don't work well when coloured in (look at how static american comics look). Araki would have drawn JJBA differently if he was going to have it coloured.

Manga isn't black and white as an artistic choice, it's only a budget/time saver
Art adapts to its situation. If manga is black and white because of budget then the people making it will adapt artistically towards that. Considering manga has been b&w for over half a century, manga is made with being b&w in mind and things the mangaka draws are drawn to take advantage of it. And digital coloring is more often than not ugly as hell.

Manga is in b&w. There have been some colored self released manga but as a whole manga is in b&w and the fact that Araki is drawing manga means it was made to be b&w. It wasn't until fairly recently that the colored manga was a thing. That's like asking where was it said that film directors in the 30s wanted their movies to be in b&w. I hope you don't watch the colored versions of b&w movies that exist.

There's plenty of movies that were made in b&w after color became standard. There are still b&w movies being made occasionally. They're two different things that both have their own merits. And my point was that with the standard being b&w the movies/manga are designed to be b&w. Filmmakers (when b&w was standard) and mangaka aren't designing their movies/manga to be in color because the industry is b&w.
You'd be surprised at how many filmmakers thought color was a fad at the time when color was being introduced. Same with sound. Movies were made differently when there was no sound because that's how movies were made. And that's my point. The industry has a limitation but the art adjusts to the limitation. You can't just put voices into a silent movie and expect that to work because the actors saying the lines isn't entirely shown in silent movies. Just like lighting and special effects were made for b&w when movies were in b&w and manga is drawn a certain way because it's in b&w.
The real problem with colored JoJo is the fact that they put that awful lipstick everywhere.

If you've been drawing manga for 20+ years your artistic vision is going to develop within the limitations. There's nothing wrong with that and it's happened in pretty much every medium ever. Which means that if someone later goes and changes whatever you made, be it adding a custom soundtrack to a silent movie (which happened with Metropolis), coloring something that was originally b&w (has happened with movies and manga), replacing sounds in a piece of music (Bitches Brew had this happen), or whatever else, that's modifying the piece of art and was not the way the creator intended for it to be consumed regardless of if it was caused by tech or budget limitations.

Not all of them. And even in the 50s, 60s, and 70s when color was an option plenty of movies were made in b&w.

B&W is a legitimate artistic choice that affects the visuals and feeling your movie gives off. But we're talking about manga here, which is b&w and has been for forever. My point is that the way the art is drawn is affected by the mangaka knowing it will be printed in b&w and so that's the way it's meant to be read. I was responding to that one user asking how I know that Araki wanted people to read his manga in b&w. The answer is because manga is in b&w and Araki got into the manga industry knowing that.
