He was the protagonist. He is by no means a hero. And that's why he's best Jojo

He wasn't, but he had a cruel streak and couldn't let Johnny, whose ability was an actual threat to him, live even if he had accepted the president's offer at the end. He was an antagonist to Johnny, who wanted the corpse to heal himself, but he was not really a villain.
How was he not? Anything remotely good about him was a lie, even a dumbass like Johnny could figure it out
His evil actions against the protagonists are kind of a big deal in the story. Like how he constantly sends assassins after them, actually kills one of them, and tries to rape the tritagonist.

Do people forget this happened? Valentine really did want to make america great, he also wanted to live to see it get that way. To that end, lying to Johnny was his Plan A, but he made sure the corpse would be in good hands should he fail.

Sounds like he picked the best guy for the job. And we already know that the assembled corpse was creating a space of prosperity and he wanted the US to benefit from it hence asking Diego to put it in the bunker, which Diego actually did.
The point however is that Valentine was a liar but he really did believe in the continued prosperity of his country.
Honestly anyone works because AU people know fuck all about the corpse to remember to merge with it and get Ticket to Ride/Love Train. Alt Diego pretty much follows Valentine’s orders to the letter

He was a power hungry megalomaniac hidden behind seemgly good intentions. Making America great again was just a consequence of him finishing his quest for power, if he could achieve his dreams with vile intents and actions alone then he would push his plans just as hard as he did in the manga. America is just a tool for him, he wanted that napkim.
