Sounds like he picked the best guy for the job. And we already know that the assembled corpse was creating a space of prosperity and he wanted the US to benefit from it hence asking Diego to put it in the bunker, which Diego actually did.
The point however is that Valentine was a liar but he really did believe in the continued prosperity of his country.

Making America great again was just a consequence of him finishing his quest for power, if he could achieve his dreams with vile intents and actions alone then he would push his plans just as hard as he did in the manga.
