Religion is definitely culture. The entire Middle East defines itself by the fact that it is Muslim, not Arab or Persian or Egyptian or what have you. It's totally unlike, say, Central Asia where the Muslim Turks strive to say they are Turks, not Arabs or Persians, or Muslim Africa where everyone still defines themselves by tribe.

No, religion is religion, pushed upon a group against their original culture, usually for political purposes. Christianity, Judaism and Islam in particular are highly political and counter-culture.
In the middle east, religion has actually destroyed what you could consider culture, and keeps doing so. And in parts of the west, especially those that define their national unity in a religious way (like the US nowadays do), it has hindered the formation of an idenpendent culture.
