Suishou is the puppet player. She's an outsider who orchestrates the events. She implied that she isn't human. Then what is she? She is the physical manifestation of Mangetsu's wish.
What I want to say with this, I think Mangetsu has already won Granbelm multiple times. What was her wish? That her happines continues, she feels alive when facing strong opponents. She doesn't want to return to her everyday life. Would it be fun for magic to freely flow around? No! She's already the strongest mage at that point in time, it wouldn't be a challenge. It wouldn't be fun. Could be a time loop, or just memory wipes + a new set-up (new town).
Suishou isn't curbstomping people, because that's not her purpose. She's setting things up to become funny and intense for her master.

I haven't really followed the prior threads. But it's always good to know that there are other anons arriving at similar conclusions. It's too easy to get completely offtrack when speculating. Another thing that makes the time loop theory more likely, is that Suishou commented that she had never seen Kuon's Armanox before. She also was clearly existed and dropped her facade.
I think it's likely that Kuon's sister participated in the prior loops. Suishou cursed her to mix things up.
The next time Suishou meets Kuon, she directly taunts her. Even stating the name of Kuon's sister.
