Btw what are the quotes in the text bubbles meant to signify? I see them pretty randomly scattered in the dialogue. Does it mean that the character said the English word for them? Or is it to show there was some pun or dialect in the word?
It's just for emphasis. Pretty sure Araki's been doing it for forever but most translations don't keep them. Here's the page in Japanese. There's nothing special about the text itself except that Araki for some reason wants it to stand out.

the contrast in the jap scans seems kinda fucked
Allows the user to select one person/object and lock them in space relative to the user. So if you put the effect on a chair in front of you and then walked six feet to your left, the chair would also move six feet in the same direction that you did.
Maybe a little. The Jojo scans used for the scanlations are sometimes too dark though to the point of losing detail. Don't know if this is a problem with part 8 but it is for part 5.

Giorno murdered that one guy, which resulted in an epic adventure that got half his friends killed along with half of Passione in a vain attempt to enforce his personal morals on the gang, despite the fact he had no problem with anything else it was doing- just drugs were bad

Because you have tons of money but can't use it and it piles up. The guy that Joshu took it from told him that he would have starved to death if Joshu hadn't taken it from him. Joshu was getting some free stuff because of it but that eventually wasn't worth the bad stuff that came with it.
you can't eat money and trying to buy anything will just get you more money and not what you actually want. On the subject I was kinda disappointed it's a stand, I was hoping it would be a mystery like the alleyway and mikitaka but it's explicitly stated to be just a stand.

Not exactly. I drew a thing to explain this better. So if you were standing in front of me and I used the stand on you, you would be locked in that relative position to me. If I were to walk forward 3 feet and to the right 3 feet, your body would move the exact same as it is locked to my position in space.

The people there didn't figure out he was using Milagro Man money until later. Even if you get free shit the first time, after that he'd be refused from the places he visited before and word would probably spread to some extent.
This has been a thing in western comics for ages too, it really doesn't have a good reason to exist, but random words are bolded or quoted just because everyone else does it.
