He doesn't care about people dying and the Emperor asked him to open the battle with his most powerful spell (as a way to gauge the power of his ally/enemy). Ainz took this promise in good faith and really did show him a top tier spell. He decided on that particular one since apparently it was very well liked in Yggdrasil for the spectacular effect, and also when he mentioned it to Albedo and Demiurge they were very enthused by the prospect. He probably didn't catch onto the subtext that they (as demons) were likely revelling in his apparent cruelty. He likely never considered it from that angle.

Also as usual with Super Tier magic he was baiting potential players since apparently it was a standard PK tactic to ambush people casting Super Tier spells.

She probably can survive Mare railing her in a dragon form due to the fast regen.

In short, it wasn't conceived as a dark lord's mass murder but as a gamer's "Hey Jir, check out this awesome spell!"
