Even now Touhou artists are gravitating towards Kantai Collection or the new upstart Fate/Grand Order for example right now we see Imizu coming over to F/GO.
Looking at the dates, I think it was a perfect storm. Jeanne d'Arc Alter was released in an F/GO event Japan around that time and the Fate/Stay Night (UBW) anime adaptation by Ufotable was released around that time.
The bleeding of Touhou artist probably correlated with overall dip in interest for these circles and artists to continue creating content.
A lot were probably disbanded or reorganized I'd theorize around this time.

There's the gacha casual game, the original visual novel, the spin-off RPG/dynasty warrior like spin-off games and numerous manga, anime, and light novel spin-offs with varying levels of success.

People basically move on to the new thing. Throughout the first decades of 2000's. There's really no IP that is bigger in the doujin scene than Touhou. Some tried, but Touhou's nature makes it easier for doujin makers to utilize it. They are not the top anymore mostly because of paradigm shift. People now are interested in something else.

The reason Touhou still isn't kicked out of style is because
1) They still have new content.
2) Most of the loyalists prefer their own convention (Reitaisai) than Comiket. Thus making them stable in their own bubble and
3) They still have the biggest doujin music scene. Not as big as back then, but still huge.

Honestly I never minded Touhou declining because it's been around forever anyway, and the loyalists will stay regardless.
The problem to me has always been that a piece of shit like KanColle is what replaced it.

So now we got Kizuna 1, 2, 3, and 4 - with 1 being the original (who can sing and dance), 4 being the meh replacement (she can sing but not dance), while 2 and 3 are there doing fuck all and I hate them so fucking much. They're all treated identically. No distinguishing features, no acknowledging that there are multiple VA's behind the scene. Add to this that Kizuna Ai also has a gaming persona, a 'dark' persona, and an idol persona - which are NOT the same as the clones - and that just adds further fucking confusion.

Now the original VA is slowly showing up less and less, with 2 and 3 doing videos together and they're getting review bombed to all hell.

Code Geass never truly died either. There was that OVA series in the last decade and a bunch of manga that have been serializing well before the new movies.

Yeah, but that post said 'one guy making doujin' as if it is a small number of fans. It isn't like that with T&B. Even CG had a lot of fans even when there was no new content while Tiger & Bunny has some collaboration event with merch and drama cds/multiple manga series etc regularly so it was and is still active nip side.
