Technically it's not really the same thing. With a real teleport you can get to a location that you normally can't reach, even if you stop the time.
And in the case of stopping time, unless you are immortal like Dio, every time you stop time, you continue to grow old. In the long run this can shorten your life.
She's one of the only good guy teleporters I can think of. Its usually an ability saved for bad guys due to how OP it is. I guess Law counts as one technically.

It's only not OP with Kuroko because she's usually too nice to teleport objects into people. So she has to try and beat people up with her little girl body.
Teleportation doesn't mean "instantaneous transportation". It means you don't PHYSICALLY traverse the distance between Point A to Point B.

Well that's basically it, you're emulating teleportation. That's good enough as far as I'm concerned, especially since there's tons of different explanations/interpretations of how teleportation powers work depending on the universe you're talking about. What's to say time stop isn't a valid way of teleporting, but moving through whatever dimension like in raildex is? Your definition is just one of many.
There are supposedly 58 of them in total, but we only ever see 3 of them. I guess 4 if you count the guy in the Coffin from the Accel manga.

I say its not valid because time stop still requires you to move to the location with your own two feet. Even the most limited examples of teleportation powers don't check "could the user walk/climb/etc. to the destination?" and fail to work if they can't. Time stop can achieve some of the same things teleportation could, but far from most of them. It is functionally distinguishable, and thus does not count.

Not it's not, there is an actual definition to this word. Teleportation isn't a question of perspective, going faster than light or stopping time still require you to actually walk.
Raildex teleportation lets you telefrag stuff while time stop would not. That's because there's no path between Point A and Point B, with teleportation it just appears in Point B. Time Stop can achieve most of the same things, but it can't allow you to place objects or yourself in areas that no physical path exists to, since even with Time Stop you still have to physically move from Point A to Point B.
They both have their positives and negatives. Time stop is obviously very strong, but if you're say, tied to a chair or locked in a room, then time stop won't help you, while a teleporter can just teleport away. Time stop only allows you to do things that are physically possible for you to do, it just allows you to do it in a 0 second timeframe.
