When was the exact moment Orochimaru became a nonthreatening joke? He was a great villain in his first arc and I would say even without his arms he was still a good villain. I think maybe Shippuden went too long without reintroducing him so when he does show up again, he doesn't seem that special compared to the Akatsuki.

Tsunade didn't do shit as hokage. Danzo was still doing what he wanted for the most part and the one time when a villain attacked the village(pain) the village and 90% of its citizens ended up dead.
Kakashi has been the best hokage so far since he turn konoha from a village to a metropolis.

He's stupid strong and I hope boruto has him continue to mog every villain he encounters.

It's not even clear he wanted Tsunade to die, my reading of his keikaku was he wanted Tsunade's leadership undermined to the point they oust her because of all the destruction and casualties, even if she lives (although if she did die I'm sure he would be fine with that).
