Look. Urobochi might be a meme, but he's remarkably western in his inspirations. If he approached a season 2, he probably would have dismissed the setting to follow the arc of what actually happens after S1.
Shogo might not have gotten what he wanted, but the response would be a social one. With Shogo's little toys, there are now people who know that the Sybil system can be blinded, and if they have more subtle means or ends, they can get away with it.
Sybil needs to solve that problem. I think they'd turn the sensitivity on area stress way up, like trying to sonar out these people in the waves. This causes false positives and increased police contact with the population, in turn pressing up area stress.
Look, now we're in a twist on the original premise: Explore this new, angrier Japan as it needs more and more aggressive enforcement. Tie into some Vonnegut and Gibson as the new equilibrium between humanity and Sybil is established.

I don't get how people are impressed by this. It's like they don't know about the almighty American (and not Western) cultural imperialim around the world. Urobuchi is just influenced by pop culture, he does cyberpunk, Lovecraftian, western, the same way he does magical Girls, tokusatsu, or fucking Chinese puppets.
