Josuke got hit by bites the dust which teleported him in the past then uses crazy diamond to get back by healing the broken part of the golden heart on his uniform as the other part would be in the present and so he returns. Inbetween that he pushes the car.

Theory 2: Regarding Rolling Stones.
The reason Narancia and Abbacchio died is because fugo left. Hear me out.
So Rolling Stones went from bruno to all three of them so what changed? When Rolling Stones was broken only two major things happened:
-Mista jumped from the window
-Fugo hit the accelerator to stop Mista from crashing on the ground
So maybe that event caused Fugo to think his patners are idiots or just suicidal which later affected his decision to not betray the boss.

The reason Josuke gets blasted so far back in time by Bites the dust, is because Jotaro smashed Kiras hand/detonator with Star platinum, most likely altering the effect.
