Taiju is a well-intentioned idiot, of course he'd serve as the platform for the virtues of common-sense morality but I certainly wouldn't take anything he says seriously on a philosophical level. Senku reacting like that wasn't "oh shit he just killed a guy", it's "oh shit he's stronger and has a completely different ideological objective than me". You're also choosing a bad translation and pruning the context further, Senku was cool with the sex-crazed dictator (and along with it the implied rape of Yuzuriha) because he'd be more easy to pacify and bargain with, but a "hero of justice" type is a lot harder to manipulate. Someone who had moral drive to interfere with him playing god (yes that's literally what it's about for Senku, he even says as much) had just shown up.

Yeah it's telling that he described Tsukasa as "unmanageable" instead of something a lot more evil/villainous. Tsukasa's actions put him directly in the way of Senku's goals and that was his number one problem.

I love Tsukasa but Senku was smart to not waste time trying to compromise/convince him. He's a stranger who's basically unstoppable so it makes more sense to go straight towards some way to force a deal. If Senku had more time to get to know him better then maybe it could have been a better idea.

The order of revival would still be the same even if they were friends, because Senku noted that Taiju was the only one like him, an eternal determinator that will never give up. It's extremely unlikely that Tsukasa would've been able to retain his mind for 3700 years to weaken the petrification layer, so even if they were friends nitric acid wouldn't have worked with him.
