It depends on what you mean by German.
The Germans themselves use the term deutsch to describe themselves, which basically used to describe everybody who spoke something German-ish back when the term was coined (in contrast to the other people in western Europe who spoke Latin-ish. The post-Carolingian empire included lots of areas that now no one would associate with Germany, but the term "deutsche Lande" (German lands) described those parts of the empire where people spoke German.
The German influence was stronger towards the east than towards the west. Plenty of German settlers went far beyond the borders of the empire and intermingled with the people, while at the same time western "imperial states" like the Netherlands and the Swiss became independent.
Even after the Napoleon demolished the remains of the empire and Prussia formed their northern limited German empire excluding Austria, to most people, Austria was still one of the key German lands. "Heim ins Reich" was not just empty words. Nowadays though, the border is real. Germans and Austrians share the same language, but that doesn't make the Austrians part of Germany, nor do they want to be part of that country any more.
