To a degree, but that two-volume arc did so in a way we haven't seen before. Imagine if Touma dealt with Fiamma, Gabriel, and Pendex all on his own. That's basically what he did.

Now, Kamachi is no master of storytelling since he goes off into unrestrained chuuni tangents often and makes many of his new characters act as autistic as he, but a good 50% of his arcs are pretty concise, involve a conflict starting and ending with plenty of foreshadowing and adding to the worldbuilding of other volumes, and having some kind of characterization development occur.

Case Files is just a slew of Holmesian "mysteries" where vague shit happens for two-thirds of a volume, then Waver pulls some pseudosciencey magical jargon out of his ass that no reader, up to date on TM lore or not, could possibly begin to have come to the same conclusion ahead of time. The overarching plot and gradual reveal of various plot and character elements may be mildly interesting, but the individual arcs are godawful.

Kamachi's ENTIRE career exists because of her. Just look at all of his other series without her. Flop, flop, another flop. Heavy Object's anime was dead on arrival because none of the girls are as worthwhile as Mikoto. Even something as simple as making a discount copy of her would have made HO sell 5 times as much if not more.
