The story develops any way that could make it interesting or dramatic for the viewers, even if the person suffering has all the capacity to survive the attack, or the situation with any other tactic, and they'll win with the most bullshit manner possible if necessary if he finds it "cool".
I mean, if you think about it, there's lots of times when someone should have done more than they did, or used a power they had at their disposal that gets completely ignored later, because it was brought up for the sole purpose making that fight have an end with a victor.
If you stop to point out every single "why didn't they just do X?" it's a fucking story being told for entertainment. If anyone tried to use their brains for half a second, the story would be over in the most boring way possible. Unless that's the point of the manga, but a lot of story tellers will favor cool dumb shit, over actually making everyone use everything at their disposal to win.
