Pucci's motive wasn't even to avenge Dio, it was to access Jotaro's memories and find out how to obtain heaven. His motive was to create a better world where people are aware of their fate where Dio just wanted world domination, completely polar opposite of Pucci. the guy literally is the most developed villain in Jojo because we see him from the start of the part and follow his character till the finish. you can even argue that he did nothing wrong and the world would have been a better place if his world resetting plan succeded. how do you even come to the conclusion of Pucci being just another DIO's goon with no personality when their philosophies and character vary so much

I'd say that part 1 Dio. Diavolo had god tier set-up and via king Crimson and Doppio was great but the ending with him in the ending was so nothing that it felt like a mid-boss was defeated. I'll give it to you the anime went way beyond and presented him greater.

Everything that makes him interesting to me atleast is how the plot mostly uses him. We don't see enough of his personality to know more than that he is a super-kira insane which isn't bad but doesn't leave much to digest.
