Because star crossed love at first sight. In a psychological way, if you go by the analysis in NGE 2 game when he gets his chair scene, he's scared of being alone, so he wants to shower people with love and would do everything for them, he has similar issues of Shinji (and all Eva pilots) but rather than withdrawing and craving love as Shinji does, he wants to give love, so they click together. It also helps he's the soul of Adam, the mother of angels, so Kaworu has no inclination to violence.
