Its part of her character arch. She got in based on recommendations because she's smart. She is an example of someone that is book smart, but when thrown into the real world isn't prepared for it and is probably handed many things in life (due to her family being well off). She's oblivious to this, but it is a flaw that she doesn't realize till training. She eventually overcomes it and can finally grow as a character.

OfA passes down without any kind of issues, but the other quirks suddenly need a critical mass of quirks to manifest? And if that were the explanation, there's still the problem that Allmight was originally quirkless, so Deku received the same amount of quirks that Allmight, and yet Deku went O MY SEVEN QUIRKS and Allmight didn't. And getting abilities handed over for no reason always feels less satisfactory from a storytelling point than getting them from training or something, Deku is already a character that sometimes feels like he doesn't deserve to be there and it only makes it feel worse. In fact, if other quirks also pass down, giving OfA to a quirkless person is a big waste.

OfA always passed down, because every successor of the original user got the trademark cumulative super strenght. The other quirks that got passed down to Deku, presumably also passed down to every user (for example, if the second OfA user had a quirk, it passed down to the third, fourth, and so on). That also comes from the series, since in order to get to Deku they had to be passed to every other user, together with OfA. There's no reason for Deku to get the extra quirks, and there's no reason for Deku to see the ghosts that Toshi didn't see before. It's just like this, and without any good reason, Deku gets extra quirks. There could be some fundamental difference between Deku and Toshi that explains why it happened with Deku and not with Toshi, but so far there's no apparent reason. Obviously, quirk cumulation is not the reason, because Toshi passed down the same amount of quirks that he received. And don't bring the ghosts, the ghosts aren't the issue, even if it was established, there's still the fact that Deku is more especial or just more lucky than Toshi, and Nana, and all the previous OfA users, without good reason. There might be a good reason revealed in the future, but so far there's none.

He did not interact with the ghosts or had the same experiences as Nana or Deku that right there should clue you in that he was an abnormality other than that the story hasn't given us a reason other than it finally grew after the transfer AM gave.
