it is quality drawing but it seems like your understanding of quality art is: 'it looks cool and detailed so it means it's good'. Togashi is a master of panelling and composition, and his minimalistic approach allows him to focus reader's attention on what's important. Stop reading trash like Vagabond and learn fundamentals, Tezuka or Nagai for example.

Wouldn't say a word about his skills if all the manga would look like the stuff you have posted, but noodle limbs and other QUALITY stuff is too common. Paneling and composition doesn't really strike me if they look like some scribbles of 10-year-old.
