The point of a strong power system with defined rules is so that when you break the rules, it'll be some serious shit.
If someone in a story goes out of the way to explain a rule, the only purpose of that explanation is to give a reason as to why breaking that rule matters at all.

Explain it and keep it reasonable the whole series or just don't explain it at all. Don't do both.
