The point of a strong power system with defined rules is so that when you break the rules, it'll be some serious shit.
If someone in a story goes out of the way to explain a rule, the only purpose of that explanation is to give a reason as to why breaking that rule matters at all.
Then you get shit like Fate where everything is literal who cares territory.

A strong power system with defined rules is there so the stakes are clearly defined and the setting, as wild and imaginative as it may be, still stays somewhat grounded and believable.
