Accel is not really a "die hard fan" of Touma but it is obvious the he thinks highly of him and use him as his guide. Unpopular opinion in these threads.
I think the second part of dream ranker was the best railgun manga arc and has the potential to be the best anime arc so far.
Dream Ranker as a whole started off wacky, but the middle and endings were really strong.
For its own merit, it had :

>Actual thought provoking themes : AI, Souls, Responsibilities and identities. Although it was nothing really new, the way it was presented and addressed was great and well thought out.
>Great cast : Scavenger and Terrorist Mikoto.
>Good action scenes that could translate really well in anime format.

It had its flaws. But I think those were minor and had more to do with its "spin off" nature.
The BR transition hurt it a lot. But at least, it didn't rely too much on *unusual" things like Touma or Gunha too much. Not saying they are inherently bad, but when looked at with an external eye (that focuses on Railgun only materials), they kinda feel like unexplained asspulls.

It's not really explained in Accel. In Railgun they list being put in cryo-sleep as a possible consequence of failing a mission, so it could be a disciplinary thing.

Unless the cryo sleep comes with pain or awful nightmares you can't escape, it doesn't sound like much of a punishment
