If I remember correctly KyoAni denied it a few days after the arson which meant they didn't check it thoroughly yet, and the arsonist's work was rejected in the first round of submission. Basically his work was rejected together with other thousands of submission so it's no wonder if KyoAni never heard of him in the first. he probably write a novel about bullying and submit it to Kyoani. and because of his criminal history and similarity to Koe no Katachi they rejected him. that's why he didn't get past the 1st round. the problem is Koe no Katachi is from Manga and not published by Kyoani.
But if we also consider his history of Mental Illness. he could be schizoprenic. that he thought that Kyoani decide to animate a story that is similar to his past.

They didn't. A lot of that talent already existed in the industry. They employed people like Kigami, they didn't train them. He was in the process of training new animators but without veterans like him what will they do? Learn techniques from scratch? I don't know how they got the figure but i know training traditional animators is very costly and takes many years. There's no guarantee they'll ever be able to train someone to Kigami's skill level or above.

Lost hardware. Studio exclusive tools and assets may come into damages. Unique brushes etc..

Their using talented animators for in-betweens is part of what makes their stuff look so pretty so often.
