If I remember correctly KyoAni denied it a few days after the arson which meant they didn't check it thoroughly yet, and the arsonist's work was rejected in the first round of submission. Basically his work was rejected together with other thousands of submission so it's no wonder if KyoAni never heard of him in the first. They would remember him if he got a place in the first ten place.

They didn't. A lot of that talent already existed in the industry. They employed people like Kigami, they didn't train them. He was in the process of training new animators but without veterans like him what will they do? Learn techniques from scratch? I don't know how they got the figure but i know training traditional animators is very costly and takes many years. There's no guarantee they'll ever be able to train someone to Kigami's skill level or above.
