See? Shigaraki being all about destroying shit is the lynch-pin that is needed. The LoV without that could never go in a direction that would make them main villains. They aren't like AFO's group was. They are just some unfortunate people that just wanted to have normal lives and be friends.

...When Hori originally wrote all the League of Villains characters they could only do what they were depicted doing. At some point in the future he realized that these abilities were underwhelming and decided they needed to be more potent so he made this arc. When he revealed these changes he decided to write it as if they had always had this power, but just weren't willing/able to use it, as opposed to training and reaching new echelons of power. However just because it's written that way doesn't mean the mangaka isn't powering them up, he's just being sneaky about it.

It was about fair comromise since Shouto is above Deku and Bakugou power already and hori decided Shouto needed nerfing for their progress while winning, while Shouto already is supreme and is top tier while not to big to improve his skills.

Shouto doesn't need to decisively win to keep being the strongest student.

Those weren't powerups, but lets say that a person suddenly removing a block they had would constitute as a powerup... that still wouldn't make what Toga did a powerup. She coudl always do that and had never had a block. It was just that she was never shown doing it. So in her case it was just that the extent of her quirk was never revealed. Take Spinner as an example. Say he actually had a really good quirk (and not just the ability to stick to walls... WTF?) Since his quirk had never been revealed up until that moment... if he suddenly was shown to be able to turn into Godzilla or something... that would not have been a powerup. The same applies to Toga since it was something that didn't just happen because she suddenly in the middle of battle raised her own ability... not it was just something that she had never revealed that she could do.

Honestly if Shouto switched to ice after making Tetsu red-hot, that probably would have caused a big reaction as well, since metal doesn't really like sudden changes in temperature.

Shigaraki was never going to have some sort of redemption arc until like the very end of the series where him and Deku realize they had similar childhoods or some shit and he uses the power of friendship on him, whatever.
He was always going to be some junky destruction-fetish villain and that was never going to change. All we can hope for now is that he drops the lame video game analogies he's always referencing and gets a spike in charisma, cause AFO and Overhaul are still leagues higher in style and how charming they are.

Either way, we've had 3 antagonists that had more interesting powers, motivations, organizations, or backgrounds, AFO, Overhaul, and now Redestro, and all those have been thrown away to make way for Shiggy. I'm sure AFO will return at some point though.

Shigaraki and Toga's "power-ups" were clearly explained as quirk evolutions, their quirks mutated and rapidly improved as they were on the verge of death, read what Redestro was saying about Shiggy the chapter right before the flashback stuff.

Is the sudden new power logical? Does it seem to convenient? Etc etc. In Shgaraki and Twice case, even if the two of them suffered Trauma's that crushed their limits, from a story telling perspectiev it is indeed too convenient. However it isn't a powerup. In Toga's case however, it was never convenient since they could have allowed her to kill Curious some other way instead. It was just a chance to showcase more about how her power works. It was never ah "ah! I remember" this is why I will be able to use 100% of my power". No it was just a "I guess I will have to use a power now. I never had a reason to do so before so why would I have done it? Especially seeing as how I have only a limited supply of blood?" I.E Toga not using her powers that she had stolen in blood can easily be explained by the fact that every time she uses her blood, she will have less and not be able to use that quirk in the future as much. So it is only logical for her to save such blood for fights where she really need to use it.

He has nothing holding him back now. His trauma is gone and in the wake only Lucifer stands.

I will make a comparison to Toga again here.

Toga wants to be happy. She loves blood, but she also wants friends. So she lies to herself and claims that she is happy. But since society don't accept her love for blood (they probably would have if not for her shitty parents) and because she started killing people... she can never have that normal and easy life she wanted. So Toga is not somebody that had or even can give in to her quirk 100%. She is somebody that is trying to be happy with giving in to her quirk... but she isn't.

So this is why it makes both of them special. They are similar but still very different.

It can only be called into question when we know what the character is capable of, and we are shown onscreen that they suddenly pull of feats where they seem to "push" themselves past their limits... Re-Destro put on the battle-suit because he wanted to become stronger. but his stress level was no longer at 100% Shigaraki acting the way he did, made Re-destro feel less pressure on himself because he realized that Shigaraki was the embodiment of his ideology. I.E he himself could rest in piece knowing that Shigaraki would take care of things. So Re-destro lost the pressure n himself and lost his reason to continue what he was doing.

The best you can hope for is that Re-Destro had already shrunk into that of a normal person and will escape in an escape pod that will shoot out of the power-suit.

If a character uses a certain amount of strength in one panel, or one chapter... but in the next panel or next chapter he uses more power... you can say he powered up because all of a sudden he showed more power. The problem here is that unless you know that he actually was weaker because it was stated or proven, you can never know that the character didn't always have that power.

3. When Aizawa use his quirk on her, she did not turn into a puddle of slime, instead the slime around her exploded away and revealed toga underneath the slime.

No, the balloon is not only the plastic, but what is inside it as well. If a human eats food they absorb minerals etc. All those things add to the mass of the human. The same would apply to the balloon. The air inside the balloon would be considered a part of it's mass, not just something that was inside of it and separate

No, it exploded because her head slammed through it. She leaped towards Deku and knidfe first. I.E her legs were trailing behind and her upper body was pointed in Deku's direction. When the slime was canceled she broke through it. Notice how the slime on her legs were still there and hanging when Aizawa grabbed her with his scarf.

4. We are never shown any part of her body changing shape, we only see slime coating her body.
