Yusuke changes before the the second arc. His time as a ghost showed him how people truly felt about him. he becomes friends with Kuwabara and becomes more respectful towards Keiko.
They both may not have overarching goals, but Yusuke does develop. Plus they way his plays off everyone is interesting to watch.

It was never personal; even Byakuya eventually realized that it was the unjust nature of Soul Society that Ichigo was fighting against from the start. This both serves to show how Ichigo was able to attain his victory, while simultaneously setting up for the next arc in which Ichigo's conviction would fail him against Ulquiorra.

When did that happen originally?
Consequence only works when they have actual lasting effects. If it get negated when the mc faces a new problem then it's not a consequence.
For example the character Kasumi in Baki learned how to strike at the speed of sound but his arm couldn't take it. By the end he lost an arm. That is a consequence. Here Ichigo basically faced almost no consequence at all. It would be valid if he didn't regain his shinigami power (or even gaining new Quincy power) but asking help from other captains to save his friends.

Again, his power was given by birth and not something he earned. Your example is not accurate. First being jailed means you have done something wrong, not only you get caged in one place but you also have to live with those who did the same thing as you. This is not what happened to Ichigo.
Second after being released from jail your reputation suffers a lot and people generally don't trust or want to work with you. This is not what happened to Ichigo.
As for my example:
First Ichigo has a privilege, something that normal people don't usually have which is a gold account.
Second he 'sacrificed' his gold account (power) then lost it for two years but that does not mean he couldn't shitpost on any non-premium board like normal people. (Well he still had Quincy power and others but it's not that grave).
Third he regained the gold account (power) at the end which removed the consequence of 'sacrificing' it in the first place.

There are no conversations between him and Ichigo and he's never on screen except when he's summoned out of Ichigo's anus to bullshit up a training session. which happens one, for bankai, and then 5 million chapters later once more, for final getsuga tensho.
Zangatsu is a weapon, and Kubo is a bitch. How you bitches do this is you fuse your imagination with the manga, for some reason. You pretend Ichigo and Zangetsu became friends from that day onward, despite it never being portrayed.
He's a bitch about all the other developments too. Development in Bleach is only teased, not actually implemented. Nothing broke the shonen status quo of writing in that manga during its entire circulation.

That stops being the case from the moment he first gains Zangetsu, which is like chapter 20-30 or something. During his first visit to his inner world Zangetsu tells him he has his own shinigami powers. The power he uses to enter Soul Society to save Rukia is already not a borrowed one.

And if you look at how Ichigo fights through Bleach many of his blows are killing blows. his enemies only survive because the plot says so. He practically cuts Renji in half with a point black proto-getsuga, and Kenpachi only lives because Yachiru called Unohana. He aims to stab Byakuya through the chest at least twice.
Ichigo only had a low kill streak because the manga said so, nut because he fought carefully to avoid killing anyone. His arc reaches its conclusion when he accepts the death of Misaki after learning the truth from ishinn and thanking him. He also overcomes his hero complex by asking Orihime for assistance for the first time in the story. He literally fights against a guy who wants to erase death from existence while overcoming tge grief over the death of his own mother. A great thematic conclusion to his arc.

This desu. The Hogyoku was a mistake and the hybrids were a mistake. If you ask me, he did it only to copy both YYH and Naruto because inner demon shit was popular at the time. That's what Kubo did after SS. The story as far as he planned was over but the manga became too big to end and he was convinced to keep telling the story, but nothing he came up with after SS was even remotely the same level of planned and executed as before. He had some things in escrow (menos, Rukia's powers, Urahara's shifty past) but the entire rest of the manga and what it was about wasn't as developed an idea as the "save Rukia arc." It was just scenes he probably had in mind, connected by uncreative developments and bad writing decisions.

The problem with these arcs is how immensely they exaggerate these things to the point that they make Soul Society actually evil, where as in the manga they're lawful neutral. Someone basing their knowledge of Bleach lore off of filler arcs are going to end up with a very different opinion of Bleach than a manga purist.

Kaze no Kizu iirc strikes is a ground-based attack while Shinkuu Buddagiri travels in the air much like Getsuga Tenshou.

We could also delve deeper and think about how Ichigo had a higher drive to fight from his childhood days. His name means "to protect", he failed at it once, he had to protect his sisters and himself from an ostracizing world... And fighting usually solved his problems in adolescence. He has found his peace now, for time being.

Intially Mankin used Hyoi Gattai where the characters would take their Guardian Spirits and put them inside their bodies thus taking their skills they had accumulated when they were alive which I always thought was very cool and it was dropped way too fast.
After Hyoi Gattai was dropped Oversoul was introduced which meant most characters would take their guardian spirits and channel them through their weapons or some kind of item although exceptions existed such as Hao with his Spirit of Fire and Tao Jun with her kyonshi who literally commanded a zombie version of Bruce Lee(Lee Pyron) to fight for her.
Or it was just a shonen manga with a main character that wasn't fleshed out past the fist arc and got rag dolled around for 10 years because the readers only cared about the hype fights.

Shinigami stand around in the air all the time. The difference between Shinigami and Quicny isn't that Shinigami cannot affect the reishi in the atmosphere. Everyone can control reisi to a limited degree, even Fullbringers. It's what Bringer Light is. It's that Quincy cannot draw reishi from the inside because they don't have a Spirit Link and Soul Sleep. They must rely entirely on affecting the reishi in the atmosphere, which is why they got so good at it.
If Shinigami standing in the air were based on inner ebergy and not the reishi in the atmosphere, they would not be unable to fly in SS due to there being no free reishi in the atmosphere. If you think your own opinion through, it's even stupid from a metaphysical standpoint because solidifying reisi under your feet that isn't the reishi of the atmosphere but something that you generated actually wouldn't let you stand on the air at all. You'd just be putting a layer of reishi on your shoes. You stand on the air BECAUSE you're affecting the atmosphere outside of yourself. Using your inner energy would be like the infinite energy meme, or lifting yourself up by your own bootstraps.

Having potential for multiple abilities isn't the same as having every ability. He only ever masters basic Shinigami abilities like shunpo and zanjutsu, later on he masters some Hollow powers such as Gran Rey Cero. The only Quincy power he has is Blut, which is more of a passive ability.

Not that user, but after reading this back-and-forth, I remember three things primarily:
1. Ichigo was "human" for two years. He went to school and was a school boy after he lost .00000001% diminished, that power never left, in reality, he just didn't know it his power. His friends loved him, his family loved him, everyone loved him, even people he fought and nearly killed. But he didn't love himself anymore: he had no value anymore compared to his closest friends since he was just "a strong human."
2. Ichigo did suffer during this time, and it was purely mental. He hated he couldn't save at the level he could before; he wasn't literally god-like. He felt he was a piece of shit as a result. So much so that when he was FINALLY actually confronted by Ginjou and Facebook, he freaked the fuck out. He could no longer even keep quiet and blamed everything on himself for "not being strong anymore." He cried and couldn't hide his trauma and was a complete piece of shit. He was right!!! Ichigo WAS ACTUALLY completely worthless when he was "just a human." He had nothing.
3. Rukia with a magic sword stabbed him in the heart (again). He instantly recovered 100% of the power he had. No more trauma.
So, Ichigo chose to use ULTIMATEGIGASUPREMESLASH and save the universe. He knew it would mean losing all his super-powers, but made the sacrifice and chose to face the consequence. But the problem is...he couldn't deal with the consequence. So when he finally went insane, everyone said, "geez laweez, Ichigo. Fine, here, have them back, stfu." And Ichigo became ever-more-powerful and didn't complain now that he didn't have to face his suffering anymore.
Ichigo didn't think the win was deserved and he also began to fear his hollow again. His mindset when fighting a much stronger Aizen is worse when fighting a much stronger Ulquiorra.
So many people never remember:
Urahara (more specifically, Tessai) MURDERED Ichigo. He died. He was no longer living. He slashed his chain-of-fate and then threw him in a pit. Nothing connected his soul to his body anymore. He was only as alive as Kon is alive as a teddy-bear-lion.
If you actually went back and read my original posts you'd know I was talking about the period of time after Ichigo killed Ulquiorra, where several characters noted Ichigo's change in character as a result of killing someone he had hoped to spare.
Secondly, you'd have read my post about how Ichigo getting back the power he had lost was in a sense, good karma. By sacrificing his own power to defeat Aizen, Soul Society defied their own laws to restore what Ichigo had lost. And this does result in an important change in the dynamic between Ichigo and Soul Society, one of mutual trust between the two parties.
You could argue that Rukia did the same thing when she stabbed him with her Zanpakuto, its not really "death" in the Bleach sense and it didn't affect Ichigo's life as a human whatsoever.

Kubo isn't good at keeping consistency. A Chain of Fate was a big deal for a human soul, it seemed to be the only thing that made a human a living, the only thing that kept a human sane as a non-spiritually based being. It seemed to be half the universe. A very, very, very key element. Hollows didn't have one, Shinigami didn't have one, mod-souls didn't have one. Maybe they did once? Sometimes they never had one.
Just what WAS a Chain of Fate???
Ichigo had one. Then he didn't have one. What changed? Was it a limiter, a filter, a mood-stablizer, a control, a lock, a key, what did the Chain of Fate do as the connector of a human's soul to a human's body??? Ichigo HAD to have changed, so what changed? All we know is by dying (which we know a lack of Chain of Fate meant), Ichigo got to be a Shinigami on his own -- no Rukia sharing necessary. But...dying meant nothing. Ichigo just...kept being a "living human."
It's a bad element. Kubo did nothing with it. It was an excuse to give Ichigo new(more) death powers, but then never revisited because the only clearly defined consequence of losing a Chain of Fate for a living human was death. For as important "death" seemed to be in defining Ichigo and his past, it stopped being important REALLY fast. It marginalized the story and, more than anyone, Ichigo himself. So,

Was he the head of the Shiba Noble clan? Were the Shibas even a noble clan when Isshin was a Captain?
What about Kaien Shiba? Was he Main House Shiba or was he Branch house? If he was Main house, did that make him "more noble" than Isshin, even though Kaien was a lieutenant and Isshin was an older Captain?
What does that make Kuukaku Shiba? Was she always Kaien's older or younger sister? And, like, was she literally, biologically sister or were they just "Shiba Clan family" brother sister? Was she Main house or Branch house? She was the Head of the Shiba Clan by the time Ichigo showed up, right? And Ganjou, he knows some secret sand techniques or something, right? How come no one else knows that stuff? Is it secret Shiba clan arts? If it is, why doesn't ANYONE in the Shiba clan use the same stuff?
Why were the Shiba Clan exiled from Soul Society again? Was it because of Kaien? Isshin? Kaien died before Isshin split, right? Did Captain Isshin Shiba become the head of the Shiba clan until Kuukaku did or...?

It was fun and simple. Then it got a character roster of something like 400 named characters.

I think Bleach and Ichigo get far too much hate, but you are missing the tree for the forest here.
People like stories that feel like they have consequences. This can be achieved in a few ways:
Character development.
Changing the world.
Reader is mind blown with some realization.
Luffy falls firmly into the second category.
Ichigo's character development does not have a clear direction, so it is easy to miss. Yusuke was a terrible person at the start of YYH and he was admirable by the end. Each arc ends with him gaining something he didn't have at the start. And his manga only lasted like 190 chapters total. That is slightly shorter than Bleach up to Soul Society.
Ichigo is a very reactive character throughout and is mainly motivated by villains doing something to his friends, so even when he changes the world, the focus is back on his friends. Meanwhile, OP has tools like Bounties and cover stories just to show the impact of Luffy.
