Why couldn't this part have been good? it had everything going for it in terms of characters, setting, and the plot involving Kira but it got botched into a confusing mess.
Literally the only genuinely memorable arcs always involve Kira; otherwise the only ones I can think off the top of my head are Highway Star, and Rohan before he became an ally and maybe Harvest.

Oh boy, I love having the engaging main plot brought to a grinding halt for lackluster filler. Compared to the rest, part 4 is just meh.

What makes things worse is that I want to like it. You know with Kira as the main villain the murder mystery setting/theme going on this could have been a tight, comfy piece after how dramatic Stardust Crusaders was, but no it just completely falls apart under its own weight.
I think that part 4 isnt meant to be memorable since it introduce the new concept of stand arrow with the effects o f stand arrow and "stand user will get attract to each other" for part 5 and 6. But Araki dont want to reuse Jotaro as a main character, but to built the fights around Jotaro to make it more reasonable to let him appears in two other parts.
Josuke is probably the worst jojo in the series.

The setting is one of DiU's key failings. To have a feeling of adventure in an isolated environment it should design interesting locales, which it was trying to go for...and failed. What's the point of Morioh if you don't revisit these places? The setting is a small town but treated as if it were an adventure. Now you've got something that's neither an adventure nor the charm of a small town. It was flawed from the get-go. This goes for most of the characters as well. Half of them disappear into the background once their role in the story has passed. DiU has a massive identity crisis.
But user, not even Crazy Diamond can fix that.
What did you expect and what do you think the spirit of Part 4 is?
Pink Giorno has always been my favorite Giorno, but was an especially big treat as the fuchsia Josuke has always been my favorite Josuke.

I recently caught up. It's definitely the best story Araki has written so far, although it meanders near the later chapters.

Part 4 had a really weak justification for a lot of the generic stand user fights and would've been better if Kira had been slowly taking down various members of those people until it was just the main group of those who showed up at his death.
Part 5, for as weak as it was, had excellent reasons for all the generic stand fights, fights which extended beyond "oh I figured out the gimmick oraoraora/dorarara I win" as the enemies also had a habit of learning what the protagonists were doing and adapting to that while bringing in their own new gimmicks for it. White Album was easily one of the best generic stand user fights since D'arby
