I'm gonna explain GER in simple terms.

Imagine you're playing an MMO, and Gae Bolg is a skill with a cooldown where you throw the spear, it locks on, and no matter what it will always hit and do damage.

In that case, GER would force you to immediately suffer packet loss upon attempting to use said ability. The server is never contacted with the truth of "I pressed the button to use the ability," and so it never registers, meaning you never actually throw Gae Bolg in the reality of the MMO despite initiating the command to do so IRL.

GER makes it so that intended result of the action is never achieved, this can manifest in many ways but the end result is that whatever action was about to happen becomes impotent. The most extreme example of that is that he can kill you in such a way that you will keep resetting your own death just before you die but once you are about to die you will relive your death again never reaching the result of your death but infinitely experiencing the process of "Dying".
An easier example is just canceling actions or powers, you attack him, he removes the result of your action, thus it did not harm him.

We don't know that, because Slash Emperor is also a conceptual weapon, it doesn't literally just hit you stronk, it hits you with the ultimate truth. Now the metaphysics of JoJo and Nasu-verse are too different to determine what would win, something that removes the effect from cause, or something that represents the ultimate truth no matter what.
It can be argued both ways, like you could argue that the slash is an action thus it can be reset, but you could also argue that using GER is forcing reality and thus is fake/unnatural to how it is meant to be to some degree thus Slash Emperor would be unaffected by it since it has an aura of "how it is meant to be around it".

GER is just a foil of KC. KC removes the effects but leaves the cause (your bullet fires, but never hits). GER 'resets' the cause to zero, which in effect means you would have never even fired the gun, because you will never reach the 'truth' of being able to shoot in the first place.

Though I'm not autistic enough to know if that means you get stuck in a thought loop of trying to pull the trigger forever, or it just means you 'decide' to not do anything, and the whole time loop thing is simply something else Giorno can do on command.

Speedwise, Jonathan kept up with Bruford who seemed to teleport when he moved(before he got a the boost from Zeppeli) and Part 1 Dio who moves at least at supersonic speed with hypersonic reaction speed. Dio in part 3 who is physically weaker and slower than he was in part one effortlessly deflected the emerald splash(not that impressive, all things considered but still should be noted) in a moving car with a casual flick. Not to mention Jonathan managed to outpace an explosion to shield Erina who was a good distance away while dying.

In terms of strength, Tarkus who Jonathan is explicitly stated to be vastly stronger than could destroy an entire cliff side with a swing of his sword along with his feat of lifting and demolish a massive boulder with Jonathan on top of it it with his finger. Jonathan also pulled three thick bars of solid steel apart to the point of snapping, and punched through Dio who was blocking him and freezing his arm at the same time. To compare, Star Platinum did the same but against a significantly weakened Dio and needed to catch him off-guard to do it. I'm not sure how that scales in terms of Servant strength myself though sense Fate has been pretty vague on how stats quantify but estimating A rank to being around building level or so than Jonathan should be damage him if we ignore the humans can't harm servant rule unless Hamon is able to touch Servants than that's just a whole different can of worms.

You're not understanding the function of Gae Bolg, though.
Gae Bolg reverses cause and effect, so that rather than the cause of attacking progresses to the effect of the spear piercing the foe, the cause becomes "the spear piercing the foe" and the effect becomes "thus the attack was made".
Since GER leaves the cause in place, but stops the effect, Gae Bolg's reversal of cause and effect makes it a perfect counter.
End result of the clash is that the spear is never thrust, but Giorno's heart is pierced nonetheless.

The problem with this is that Jonathan has IIRC two methods of attacking: his fists and his sword. One of the key functions of Berserker's noble phantasm is that it renders him immune to whatever weapon last took a life from him. That's why the Servants best suited to fighting him are those with many different weapons, such as Gilgamesh or EMIYA.
Jonathan, I think, would take two lives from Berserker, but would then be without a way to harm him.
He could improvise weapons from his surroundings, but those would be mundane and thus unable to harm the Servant.

It gives him resistance to it instead of outright nullifying, but yeah, even then it pretty much might as well nullify it considering how potent the defense God Hand grants him after reviving from a certain attack. So yeah at best Jonathan can take maybe two or three life's if he's tenacious enough but that's about it since he doesn't really have any attacks that can let him kill Basaaka multiple times over in one go like Caliburn and Nine Lives Blade Works. Well, possibly a Sunlight Yellow Overdrive but I would highly doubt it.

Putting aside the fact they can stop time, I'd say they're about the same if slightly less powerful than Jonathan and Part 1 Dio who are stated to be equal in power and going off that with DIO in part 3 saying he's multiple times he's a lot weaker than he was back then to the point he's concerned about facing Jotaro and Joseph head-on who he gauges as still not being as big a threat to him as Jonathan was until he absolutely. Their absurd striking speed and the catastrophic amount of damage they can deal with that however gives them pretty big advantage over him - though to be fair we never really get to see how fast Jonathan is with his most impressive speed feats being outpacing an explosion while near death and landing over 40 blows on Bruford in 4 seconds.
All in all, I'd put them all around the same ballpark with one another either way.

God Hand also prevents him from being harmed from attacks that are B Rank or lower. Considering how stupid strong a B+ rank attack is it's doubtful that he can even harm Herc.
