I never thought about it like this, but that's honestly a pretty damn accurate depiction of most arcs except Part 5, wherein the middle seems to be what people like the most. It's been a while since I've read it, so I'm not counting my own personal opinion.
I personally was in a hurry to get to as many Diavolo fights as possible and see Polnareff again back when I read it so the ending is preferable to me.
Part 4 might also be a possible exception. It's hard for me to tell though since it all blends together so well.
That mostly just applies to the first three parts though, especially part 1. As said, parts 4 and 5 are not like that, nor will the following parts.
Part 1 is so short the middle is hardly noticeable.
Stone Ocean is absolutely like that. It may well be the worst offender.
Stone Ocean's final arcs might as well be the best of the entire jojo franchise. Its a shame, because everything else is so mediocre.
Naruto fits the bill:

That only applies to parts 1, 3 and 6. 2 is consistently good, 4 and 7 don't have the best beginnings but pick up around the middle and 5 goes to shit at the end.

Every single arc of HxH 2011 was good with the exception being a major portion of the Chimera Ant Arc. It was the arc where Togashi showed that he too can be a hack, horrible pacing, tumblr philosophy, humans are monsters for wanting to stay at the top just like monsters xD, forced power-ups ensuring that it really is just a shounen show for children, horrible power level surges because of unrealistic villains who manage to completely crash the well established power levels. If it had the beginning 5 episodes and the last 5 episodes the arc would be decent but still flawed, as is it's the only below average HxH arc.
Finally.I aslo disliked quimera ant arc a lot,is too long and also I'd be better with only some parts,but the whole arc itself is the most annoying of HxH
Many people on here fail to form their own opinions due to wanting to fit in as "le hunterchads", it's a great show but it's really cringe how many people overrate and glorify the ant arc. Glad you aren't one of those people user.
