Nah, rotoscoping would look infinitely worse, you'd notice it immediately if you've seen enough animation before. There are liberties taken here to preserve the impression of the movement as opposed to copying it exactly.
It's just really fucking good animation, if you notice too Ghost in the Shell uses CGI but not over use of it, the majority of the film is actually 7 years hand drawn
