As for the content of the episode, basically:
The ojousama explains the Harukaze squad they got a new mission where they'll work with the Kotobukis. Harukaze leader is slightly diappointed that not all the Kotobukis will join ; Emma explains the other 3 are on other jobs.
Not 100% sure, but the ojousama then explains that the mission is linked with paleontology, saying the whole area used to be a sea in the past, hence lots of fossils can be found. Chika is of course interested, saying how she would have loved to see all the creatures swimming freely in the ocean.
The discussion somehow derails on how Yufang people use "swimsuits" when they go in the sea. The two squadrons try to imagine what use it could have, Kylie declaring it outright useless.
Finally they consider the different planes on display with their pros and cons, Chika using the opportunity to tease Kylie on how she's a sucker for Hayabusas.

Later plane lands, Emma and Julia starts walking to them, and Kirye and Chika compare their menacing "going throught" attitude to a Fugakus.

All of the above, probably. Planefags also much more autistic in general, all require larger amount of technical details like 1,5 minutes start-up scene, which again deter scares away average peoples.
Plus Kotobuki have concept much less appealing on first sight.
Everyone knew what they could at least expect from GuP: cute schoolgirl antics and some tank driving from a good director, then school carriers happened at the end of the first episode, and everyone stayed for the at least one more episode to understand what the fuck is this.
Kotobuki? 3D girls, flying something, apparently somewhere in the middle of nowhere (as you can judge from title) in the setting where they have 17-century pirate ship furniture, then airship stuff happened and everyone got confused even more, and then episode ended because half of it was dogfighting. "Yeah, sound design was fukken nice, i think? But what was it all even about?".
Also with single-engined fighters it's much harder to show teamwork and personalities, so heroines must be able to catch peoples hearts by themselves with the single appearing on the screen, and whole squanron have as much people as singe tank crew, so cast is much smaller meaning you can't bait someone with random girl who happened to be just his type.

As much as I love the AC series, this. I mean, isn't Kotobuki already a huge nod to Crimson Skies, with the zeppelin aircraft carriers, divided world, flying mercs and pirates?
I didn't like Kotobuki nearly as much as GuP because of the patchy storyline. It feels like if there were twice as many episodes, but half of it was hacked away and the rest was cobbled together to fit in a 12 episode format.
And now, because of that and that bullshit Girly Air Force which both tanked, we won't have any fucking plane anime for another decade.
This twisted game has to be reset, we'll entrust the future of anime to the next generation.

I think the patchiness is definitely part of it. The ADHD approach worked with GUP because it had a fairly cliche sports manga set-up with a relatively simple storyline, which allowed you to fill in most of the gaps otherwise. The sports theme also worked well with the thin characterization since it emphasized more the clash of personalities and the actual operation of the vehicles and each bout felt like a tense duel with real stakes.
Haifuri shares a similar weakness in that exhibiting the tactical operation of the vehicle ends up taking a backseat to the actual plot, which in turn also feature fairly thinly characterized opponents with rather loosely defined stakes. A lot of Kotobuki's action sequences involved shooting down faceless mooks, whereas the most exciting sequences generally were the duels between Kirie and Naomi (who isn't even characterized until much later)
