I use either Irfanview or Honeyview to read manga. I've been using Honeyview mostly though recently because it can read cbz/cbr files. I wish some of the better downscaling/upscaling algorhithms would be implemented though because some manga don't look very good when downscaled (this is mostly an issue with official digital releases that have massive images).
