Being the host of one of the most powerful beings in the universe is not really being a muggle, Issei was "special" from the get go, its just that he was a shitty one.

Pretty much all of his predecessors died without accomplishing all they could, almost like a curse on both Dragons.

Even if you have a sacred gear it doesn't mean you win at life. At the beginning Issei was killed and rekt even when he had a longinus. It took him a long time and effort to get to where he is now but the whole chosen one crap just makes him look like other generic bloodline power from birth shounen mc. If anything Vali should be the chosen one, he has all the quality to be one.
As for the 2nd rebirth it was because Issei chose to save Ophis. I consider it a reward more than something given to him on a silver platter since he had to risk his life while others just had it by birth.
