Asuka wants to be on the same level as Yuu as Tomoko's friend (hence the harrasment request) but since she got to truly know her so late compared to rest of the gang, she is ready to use any measures to befriend her before Tomoko ends up going to a different university with other friends. As for why, my theory is that Asuka wants a true friend who doesn't care about looks or social position, someone to whom she could really open her heart. She already knew Tomoko from the Christmas party (where she also first learned about Yuu as her friend who "sent dick pics to her"), but it wasn't until the third year class trip when she was the focus of a group who also solved the fight between Nemo and Akane that she saw her true potential.
Unfortunately for her, Tomoko sees her in the same light as Tomoki's senpai in the soccer club or that one class mate who did the three-legged race with her; someone way above her class in social standing and looks, so interacting with them in person causes more stress than pleasure (unlike Yuu who she has known for ages and sucks at school or Yuri who she got to know after second year trip and is about same level in both studies and social contacts).
If Asuka was actually a lesbian, then it wouldn't really make any sense why she would change her approach so much over time (unlike Ucchi who turned into a lesbian stalker after their first meeting). I guess one major point in the story will be about Asuka revealing her intentions, which could happen in multiple ways: her revealing it herself after reaching critical levels of desperation, Tomoko demanding an aswer after being fed up with her unclear antics, or Fuuka and rest of the Asuka gang forcing the truth out before she is mentally ready (like what happened with Ucchi).
