Railgun has shown (or gotten pretty close) to showing nipples on at least two occasions, with Mugino and the Scavenger girl. Index manga did it with Orsola, and the Light Novel did at least once with Kazakiri.

The hate for that fight is overblown. There's no problem with the setup or reason. The relevancy can't be determined yet because the ninja could still have a role in the arc. Every arc so far had had mid-bosses before you get to the big one, complaining that Kimi isn't dealt with immediately is unreasonable. How you see the characters is subjective, and a lot of the time barely counts as criticism (oh kuroko is fighting? automatically a shit fight!" etc.). The pacing is the only objective issue, everyone knows Fuyukawa has a problem. I'm not saying the fight was great, just that the overreaction is baffling considering less relevant fights have been enjoyed more in this manga.

I thought the whole "I'm going to double calculate my teleportations" was pretty good, I guarantee if that fight was read back to back instead of monthly there would be no issue. Should be pretty good in the anime.

Like how Mikoto was shitting her pants early on in the Railgun manga when Touma acts like he'd go all out on her. In the LN its a throw away line, in the Railgun manga she starts psyching herself out thinking "what if he can PERMANENTLY erase my power? holy shit, he's been going easy on me the whole time what the fuck does he look like when he's serious?" It was an insight into Mikoto that wasnt present in the LN.

I think thats the main reason why the current arcs feel flat. Railgun works at its best as a compliment to the main story and makes for a dynamic experience. Its fun to see how Railgun events interact with LN ones. But the current arc is when Touma is elsewhere and nothing is going on in AC, so you lose that dynamic.

Touma isn't the only thing that makes the world feel interconnected. There are the Scavengers, ninjas, idol girl, and others who have shown up in this arc with their own motivations unrelated to the main cast.
This is the equivalent of "whenever Touma isn't on screen, other characters must ask 'where is Touma'?"

It doesn't matter if Touma bails out Mikoto or Mikoto bails out Touma if it is part of a larger story and both of them are supposed to learn that leaning on others is important. I think the bigger problem with Railgun right now is how slow the story is moving. Not sure if this was with Fuyukawa or if something with Kimi and the dragons couldn't show up in the railgun manga first and they had to delay advancing the story for awhile.
